{"id":12664,"date":"2025-12-15T13:02:26","date_gmt":"2025-12-15T12:02:26","guid":{"rendered":"https:\/\/www.fondazionecariplo.it\/?post_type=progetto&#038;p=12664"},"modified":"2026-04-23T12:18:47","modified_gmt":"2026-04-23T10:18:47","slug":"neetwork","status":"publish","type":"progetto","link":"https:\/\/www.fondazionecariplo.it\/en\/progetto\/neetwork\/","title":{"rendered":"NEETwork"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\"><strong>NEETwork<\/strong><\/h2>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>NEETwork is a Fondazione Cariplo project that took place&nbsp;<strong>between 2016 and 2023<\/strong>&nbsp;to support the most vulnerable NEETs, i.e.&nbsp;<strong>young people not in education or employment<\/strong>.\u202f&nbsp;<\/p>\n\n\n\n<p>It is an <strong>extremely heterogeneous group in terms of age, training and family background<\/strong>, of which a significant proportion has a profile of greater vulnerability, characterised by&nbsp;<strong>low levels of education<\/strong>,&nbsp;<strong>lacking family and social networks<\/strong> and&nbsp;<strong>migration histories<\/strong>&nbsp;that expose them to a greater risk of exclusion and distance from the labour market.&nbsp;<\/p>\n\n\n\n<p>The project took place in&nbsp;<strong>two phases<\/strong>, the first between 2016 and 2019 and the second between 2021 and 2023; the latter was initially characterised by repeated openings and closures due to the pandemic and at the same time by the importance of attempting to support the most vulnerable young people despite the uncertainty of the time.&nbsp;In two editions, the project was configured as summarised below.&nbsp;<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Objective<\/h3>\n\n\n\n<p>To reactivate the most vulnerable NEETs via a&nbsp;<strong>pathway to reintegrate them into the labour market<\/strong>, consisting of a complementary and integrable \u2018<strong>package of opportunities<\/strong>\u2019 made up of:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>strengthening and orientation<\/li>\n\n\n\n<li>training in the digital field<\/li>\n\n\n\n<li>six-month paid internships in third-sector organisations or companies.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><br>Beneficiaries<\/h3>\n\n\n\n<p><br>NEETs\u00a0<strong>aged 18-24<\/strong> resident in\u00a0<strong>Lombardy<\/strong>, holding at most a <strong>middle school diploma<\/strong>,\u00a0<strong>unemployed<\/strong>\u00a0for at least three months, not registered with the Youth Guarantee.\u00a0<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><br>Methods of intervention<\/h3>\n\n\n\n<p>Interception of young people falling within the category of beneficiaries, mainly by means of <strong>campaigns on the main social media channels&nbsp;<\/strong>(Facebook, Instagram, TikTok, etc.), on the&nbsp;<strong>project website<\/strong>, through&nbsp;<strong>reporting<\/strong>&nbsp;by employment agencies partnering the project and job centres that were willing to collaborate. Once the requirements had been verified, the young people were contacted to present them with the&nbsp;<strong>possible opportunities<\/strong>, set up two cognitive interviews with the accredited body to understand their interests and skills, to&nbsp;<strong>identify the most suitable pathway<\/strong>&nbsp;among those offered, as well as the<strong>internship opportunity<\/strong>&nbsp;best suited to their profile from the ones available.<\/p>\n\n\n\n<p>The intervention also included two interviews with an&nbsp;<strong>occupational psychologist<\/strong>; one on entry entrance to get to know the young person, understand the reasons for their inactivity\/unemployment and discover any vulnerabilities to be taken into account during activation; another as part of the pathway to check\/reinforce their motivation to continue.&nbsp;<\/p>\n\n\n\n<p>The project made use of the valuable collaboration of&nbsp;<strong>Lombardy Third-Sector Entities (TSEs)<\/strong>,&nbsp;which provided paid&nbsp;<strong>internship positions <\/strong>to the young people involved in the project, supported the activation process and offered them a motivational and job education experience.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><br>Operational and institutional partners<\/h3>\n\n\n\n<p><br>Led by Fondazione Cariplo, the project was carried out in partnership with\u00a0<strong>Mestieri Lombardia<\/strong>,\u00a0<strong>the Adecco Foundation<\/strong>\u00a0and\u00a0<strong>the Toniolo Institute<\/strong>, in conjunction with\u00a0the <strong>Lombardy Region<\/strong>.\u00a0<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Results<\/h3>\n\n\n\n<p><strong>378\u00a0<\/strong>participating third-sector organisations,\u00a0<strong>776 internship positions<\/strong>,\u00a0<strong>282 young people<\/strong> worked with.\u00a0<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Principali apprendimenti<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Complexity of intercepting and engaging NEETs with the project profile<\/strong>, given the young people&#8217;s distance from the education system and labour market. Even if they have left their telephone number or e-mail address, they are often unreachable either because they have changed their number or do not answer or read the e-mail. Establishing initial via WhatsApp messaging increases the chances of feedback.<\/li>\n\n\n\n<li><strong>Effectiveness of social media channels<\/strong> in intercepting young people other than those who visit job centres or employment agencies, although it should be noted that social media channels evolve rapidly and require maintenance and updating. Young people found via social media have higher eligibility and activation rates than those who take a CV to a job centre and are comparable to those who have been recommended to the project by an educator or someone else in a relevant position.<\/li>\n\n\n\n<li><strong>High levels of vulnerability<\/strong> Most of the young people encountered have experienced difficulties in their education and lives, have lacked family support; their soft skills tend to be lower than average, alongside issues with relationships and communication. In most cases, they are unstable young people whose minds change quickly; in some cases, they have a fair ability to find work although these are often fixed-term assignments (short-term or illegally).<\/li>\n\n\n\n<li>Once a training pathway has been found and started, the young people have demonstrated <strong>good motivation<\/strong>, shown by their desire to acquire new skills, to extricate themselves from inactivity and to achieve economic independence.\u00a0<\/li>\n<\/ol>\n\n\n\n<p>As part of the NEETwork Project, in 2023 the Foundation also promoted the&nbsp;<strong>\u201cNEETwork in rete\u201d call for proposals<\/strong>, whereby it funded&nbsp;<strong>11 projects<\/strong>&nbsp;aimed at intercepting, supporting and activating NEETs, including young people meeting the conditions for vulnerability.
