
Understanding and addressing the phenomenon of NEETs
The phenomenon of NEETs is complex and multi-dimensional, with causes involving individual, family, educational, cultural and local factors.In Italy in 2024, there were approximately 1.3 million NEETs aged between 15 and 29. With an occurrence rate of 15.2%, Italy has the third highest rate in Europe (after Turkey and Romania), still far from the EU average of 11%. Lombardy has a frequency of 10.1% but, with 150,000 NEETs, it is the third highest Italian region in numerical terms. There are also approximately 10,000 NEETs in the provinces of Novara and Verbano-Cusio-Ossola.
Young people as a strategic resource for the future of local areas
ZeroNeet intends to support and encourage 20,000 young people who are NEET and to contribute to the early achievement and reduction to the European target of 9% NEETs by 2030. To achieve these results and for an effective and structural impact, the Challenge aims to build alliances with public institutions, the private social sector and with private entities and companies. To date, ZeroNeet operates in close collaboration with the Lombardy Region and Intesa Sanpaolo S.p.A., which bring skills and experience as well as significant resources: €20,000,000 has been allocated by Fondazione Cariplo, €20,000,000 from Intesa Sanpaolo and €10,000,000 from the Lombardy Region, for a total budget of €50,000,000.
